Maybe we don't understand this because Boner can't talk and chew gum at the same. He is silent on why he's chosen Issa’s committee to investigate rather than have the kind of investigative committee being pushed by McCain.

Issa’s committee really did not get much skin off obama’s and Holder's hides for Fast and Furious. He's seems adverse to the idea of using subpoenas to force the rats out of hiding to force testimony and documents.
