I think all testimony to Congress is considered under oath since it is illegal to lie to Congress. That said, no one has IIRC ever been convicted of lying to Congress.
I have already asked Chairman Camp, via email, to not waste my taxpayer dollars on this unless everyone is under oath. It's a joke otherwise.
