Federal officials weren't able to point to why the explosives were taken and have downplayed what could happen if they fall into the wrong hands. Aren't they already in the wrong hands? They didn't steal them to blow stuff up in their backyard. They've either got a client or a target for these explosives.
I don't know how much weight of explosives translates into blasting power but I think 500 lbs. could make everyone's day bad. How much blast power did the bomb on the 1st WTC blast or the OKC bombing bomber use?
What else are they storing in this place and did stuff disappear that they don't want to mention like military hardware? What's that tube with a rocket in it that was used in "The Enforcer"? Aha, wiki has it and it's called a LAWS rocket. I'd hate to see one of these things in the wrong hands and I don't think it was the local boy scouts who did this.

There was a case of serial bombing in Vallejo, CA back in 1997 with back packs and dynamite. Turns out the dynamite was lifted from RR bunkers in the Sierra. The fellows involved had some idea that doing these bombings would derail a drug case against one of the group.

That being said its not beyond the realm of possibility that this is just a crime of opportunity by some locals who are looking forward to a real good July 4th with Darwin awards to follow.
