There are plenty of legal non citizens who work in the USA or any other country, for that matter, and therefore have to pay taxes. This doesn’t make them citizens nor give them any expectations of being able to vote. If this somehow becomes one of the conditions for immigration reform and for coming out of the shadows without the threat of deportation, so be it. I don’t understand the problem. This whole concept, if this is what Ted Cruz is talking about, may be the solution to the whole issue.

They aren’t excluded from becoming citizens. They can, if they choose, become American citizens. That’s the whole point.

If someone is here illegally they need to be deported. Letting them stay but not letting them become citizens isn’t going to work.
