I wondered about the same thing. On the otherhand the article did report that those relieved would be retrained and returned to duty in about two months. In order to insure the reported retraining and return one would have to follow what happens.

I have no idea why are strategic missiles under AF command.
AFAIK, Russia has ABM&long-range SAMs, satellite recon and ICBMs as a separate “Space forces”. ICBMs are semi-autonomous branch within Space Forces aka RVSN - or Russian acronym for “Missile force for strategic purpose”.
I think most other nations has strategic assets separated as well.
