That’s not true at all. You need to “Hear” the ‘entire’ communication between them, as well as among those at the dispatch who were also talking. ...you’re not fully informed yet.... and jumping to too many conclusions.

Explicitly saying they will send a car “as soon as (they) get a car open.”
The victim only knows what the 911 operator is telling her, i.e., she was going to get a car, not immediately, but when they get one open.
