In this case yes since the ruling was geared toward state legislatures and not Congress. Only Congress has the authority to regulate interstate commerce and not the state legislatures.

Bad reporting...it doesn’t overturn the Quill decision, it complies with it.

The ignorance among reporters is endemic.

The bigger online retailers, Amazon at least, have marketing persons on the ground in various states. Sorry, I can’t give the exact terminology that describes these people, but they are the justification that Amazon has “physical presence” in California.
