If there was no ‘stand down’ order from 0bama, then it’s ‘negligent homicide’ or dereliction of duty on his part. No way around that. He can’t say he didn’t know an assault was under way.

But If there was no “stand down order” to contravene, for what actions could the generals that wanted to rescue those in harm’s way have been relieved of their commands?

There was no “stand down” order because they were never requested to “stand up”. The important factor is the authorization of “cross border authority”. I am to guess it was requested by the military and was denied. This makes much of the impending action taken by our government during the recent hours of the attack mute.
