White House Press Secretary Jay Carney on Monday was unable to answers questions regarding Gregory Hicks, deputy chief of mission for the U.S. in Libya, saying recently that U.S. Special Forces were told to stand down during the Sept. 11, 2012, attacks in Benghazi.
The Department of Defense has addressed this, Carney said in response to Ed Henrys question about the alleged stand down order. I dont have access to the interviews that I think have been referred to and some of the news reports.
Carney continued, arguing that the official response to the attacks has already been thoroughly examined by the Accountability Review Board and White House officials.

But If there was no “stand down order” to contravene, for what actions could the generals that wanted to rescue those in harm’s way have been relieved of their commands?

There was no “stand down” order because they were never requested to “stand up”. The important factor is the authorization of “cross border authority”. I am to guess it was requested by the military and was denied. This makes much of the impending action taken by our government during the recent hours of the attack mute.
A good lawyer never asks a question, the answer to which he doesn't already know. And if you believe someone's going to lie in answer to a question (typically being the answer he or she's already given in the discovery phase), you set it up so the jury will immediately see it for the lie it is, for maximum effect.
It's all in the grand dialectic.
