Yep - he meant that he and Holder were responsible for arming them. The government is the only entity that can make that much of a difference in moving that much armament across any border.

The plan all along was to get guns into Mexico and then blame America in order to chip away at the 2nd amendment.
The discovery of his plan and uncovering of Fast and Furious just put the plan on the back burner for a time. The press has buried the news sufficiently now, freeing him up to proceed to implementation.
Freepers called it right from the start.
