The shortage of funding to implement the law has forced President Obama to shift funds from other parts of the law.

If we're too spineless to actually defund this monstrosity, we need to at least hold the line and strictly account for funds being spent where allocated. I can never forgive anyone who contributes to ObamaCare becoming a "successful" entitlement that reaches stable implementation.
