Having "Terrorista #1" on a Massachusetts license plate is impossible. MA uses only six digits/letters on their pan plates.
If they had a custom vanity plate on the front of their vehicle, then that is illegal as MA requires front and back state issued plates. Why no cop ever stopped them for that is odd. Most local constabularies are all over that.

Consular plates? I believe some rich foreigners get away with consular license plates which need not conform to local laws. No doubt this is more abused with a Muslim administration.

Most local constabularies are all over that.The plate appears to be a privately stamped vanity. The top has "UMass Dartmouth". It may be something they could order through the campus bookstore. It wouldn't surprise me to learn that Massachusetts made money selling it to them.
