I think you misunderstood me. I don’t mean that it’s difficult to pinpoint which ones to infiltrate. Even if you know someone is probably up to no good, how do you “infiltrate” an individual, or someone who only conspires with a family members and trusted friends?

The feds can infiltrate groups, because groups recruit new members with some regularity. People don’t recruit new family members or friends the same way.

My point was there was no need to infiltrate anything here. The Feds had substantial knowledge of these people, their friends, where they traveled to, arrest records, not to mention being warned by multiple countries about these suspects.

In fact, the U.S. had so much knowledge of these people and their activities, I am suspect they just allowed those at the marathon to be blown away...What the government's motive for this was, is anyone's guess.
