They have to and quickly. Obama will use them to lockdown the folks he wants locked down. If they wait too long maybe enough people will take care of them before Obama can use them for the next crisis.
They are not being touched on purpose, Obama doesn’t want them touched, and he will use them when he thinks it’s good to do so.
