The FBI's job is to find bubbas in the woods blowing up toilets. To prove someone is a terrorist requires more then the terrorist themselves admitting they are terrorist. After all, the society might have cause their act. That explains how someone can drive around Boston with a terrorista#1 license plate and never be questioned.
