Not to be pedantic, but a start is a start is a start.

Now, a successful start is when their parliament passes the bill. But I didn't specify a successful start. I just said it was a start.

And no one does anything in life if they insist beforehand that any start must be guaranteed to be successful. Just being willing to make some effort and make a start is a good thing. I hope that, in addition, it becomes a successful start.
