Have you checked to see if that figure is security?
I say this because when Bush was in a city I lived campaigning...they were all over the rooftops.
People have conjectured that “Roof Man” is security. Thing though about the body language he is exhibiting in the photos in how he is walking on the roof, he doesn’t appear to be acting like security, he appears more like a possibly very angry young man.

Secret Service, military & local police snipers are placed up high and along the route the president and his limo would take him to take out any non approved shooters.
Since, Obozo wasn’t at the Boston Marathon or its finish line, anyone on the roofs would have been local good or bad guys.
There would be more than one and you most likely wouldn’t see them if it was security. that looks like a female to me.
That building has the window pattern and fire escape of a hotel/apartment complex. And walking guy is behind a fenced area-—could just be a guy having a penthouse toddy and doesn’t even know there’s a race happening..
