Or it's a convenient side story to muck up the whole thing in people's minds... a diversion to keep people off of the right track.
That guy in the river could have, might be ? all part of their plan ? inquiring minds want to know, and should know and ask questions.
Like in the movie the Matrix II I think when the evil agent becomes multiple agents.

They have yet to report how long River Guy has been dead. Missing date and dead date could very well be weeks apart. They’ve hinted he left a note but have yet to report what the note said. There are
“I’m depressed so suicide seems like a brilliant permenant solution for a temporary situation” notes and there are “I’m going out to jihad and blow up stuff and will never return” notes. At first, they claimed he was found behind a building but now he was found in the river. You’d think after 5 weeks in a river, it would take more time to ID a body and if there was foul play.

Actually ‘that guy’,Sunil Tripathi (missing Brown student) and another man named Michael Mulugeta, were the first two names reported (and tweeted by Malkin) as the two ‘suspects’... after it was ‘decided’ by the powers that be that the Saudi national was not involved. At some point the two ‘suspects’ names changed again, to the Tsarnaev brothers.
