A timer would overcome the problem of getting the radio signal through the steel pressure cooker.As well as jamming, interference, and the necessity of sending a signal (observable behaviour, evidentiary equipment or a 'disposal problem').
But I don't think the government wants people figuring out how to make their own R/C drones, even if just to take pictures, so doing away with R/C 'toys' might suit them as well.
