I want to believe you on this. It’s hard to imagine someone like Bush intentionally creating something so counterproductive to American freedom and American culture.

Would you explain why a Homeland Security was deemed necessary when we already have the FBI, CIA, NSA, State Police, Local Police, Sheriff, Coast Guard, ATF, and probably even more such agencies? If a DHS really is necessary to protect our homeland, why was it not around prior to the early 1990’s?
I remember when Bush started Homeland Security. All the agencies you listed were on their own and information was not being shared. Homeland Security was created as a hub where all information from the various agencies was collected and shared. Eventually, the key organizations below were added to Homeland Security to administer:
