Magistrate judges are an inferior level. Unlike federal district judges, they are not appointed by the President of the United States with the advise and consent of the US Senate and they do not have their jobs for life. Rather, magistrate judges are appointed by the sitting District Court judges in a particular district for a specific number of years. Their function is to assist the district court judges with the more routine judicial duties, usually including - as in this instance - criminal arraignments.
When a case - either civil or criminal - is commenced in a federal District Court, it is (supposedly) assigned at random to one District Court Judge and one Magistrate Judge. A legitimate question in the Czarnaev case is was Magistrate Judge Bowler assigned randomly or was she assigned deliberately, in view of her dubious personal background, so as to Mirandize the defendant before the FBI interrogation could be completed.

The U.S. Congress established Open World in 1999 to enhance understanding and capabilities for cooperation between the United States and Russia. In 2003, Congress made all post-Soviet states eligible for the program. Open World promotes partnerships and continued communications between delegates and their American hosts and professional counterparts.
The delegation was then off for Boston, where they experienced a very full 8 day professional and cultural program.
The program’s hosting judge in Boston was Marianne B. Bowler, U.S. Magistrate Judge of the District of Massachusetts. The delegates were also joined by U.S.-Ukraine Foundation Vice President John A. Kun during their Boston visit.

The program concluded with ceremony and reception held at a restaurant located in Boston’s Old City Hall in downtown Boston. The Ukrainian judges each received a certificate of completion and a keepsake of Boston. I might add that judges or magistrate judges generally don't mirandize defendants. That is usually done by a law enforcement official.
