Doesn’t make sense as reported. Letting houses fall into disrepair doth not result in higher market sales prices. Anywhere. Even in the very unreal LaLaLand

In other words, in view of the Los Angeles statutory disincentives to keep up property, they didn’t. And they kicked out tenants who didn’t pay their rent.

That’s a “slumlord” these days.

In former times, the same people were called businessmen.
