Sort of. I think hurting small gun shops is an added benefit, with the real goal being to drive the prices of ammo up so high that most people can't buy anything in any worthwhile quantity.

Look at the EO Obama just issued banning foreign ammo imports. Suck up domestic production, dry up exports, and let supply/demand kick in. It already has - we have both scarcity and rapidly increasing prices.
