Exactly. I’ve worked with top level people in the Government and industry - they always made sure to know and agree with the substance of anything going out with their signature. It’s absolutely amazing that when it appeared the choice was either incompetence or intentional decisions to not protect US personnel, they are now trying to find a third way - knowing ignorance.
Blame control is always the first order of business.
I’ll never understand the propensity of our “leaders” to run so far from accountability.
