I wonder if the case is considered one of a fugitive from justice, eligible for a bounty hunter to take her into custody and deliver her to the police station.

It would depend on the actual bail on the warrant. She allegedly stole 1,600 dollars worth of merchandise, which would be a felony in most states. The bail could be anywhere from a few hundred dollars to several thousand dollars. I wonder if the U.S. Marshall’s Office would be interested in arresting her, since she is a fugitive from justice.
