I think, more accurately, it was the "Gorelick Wall" against information sharing that was put up during the Clinton administration to prevent the FBI, CIA, and NSA from discovering the illegal campaign funds coming from China and the missile secrets going back.

That laid the foundation for politicizing the FBI, but at the time I don't think it was for political outreach. If it was, it was to China, not Islam.

Well Bill Clinton DID send the FBI on a wild goosechase in the late 1990s investigating a non-existent "rash of racist arson cases against Southern black churches" all while the 9-11 hijackers were overstaying their visa and learning to fly (but not land) airplanes.
