I have no doubt the govt knew about this beforehand and I would not be shocked if they were responsible. Those two dweebs did not plan and execute that bombing alone. Not in a million years.
As I told my 90 year old mother who came to the conclusion that this whole thing stinks, if you believe Fast and Furious and you believe what happned in Benghazi why would you not believe the govt could do the Boston bombing? Did you ever believe you would see de facto martial law with the cops dragging people out of their homes at gunpoint? Me neither.
