It is relevant because he literally was not radicalized in the US and this is in no way, shape or form an instance of homegrown terrorism.

Because of the media's attempt to paint the Tsarnaevs as "typical American kids" and as "home-grown" terrorists who worked alone. This "refugee" was known by Homeland Security to be traveling back and forth from the Boston area to Dagestan, a hotbed of terrorists and potential jihadi connections to the Boston bombing.

You have to wonder how many more of his ilk are freely roaming around this nation as we speak.
