If an FBI agent uses the words “terrorist” and “Muslim” in the same report it’s a considered profiling -career ender under the Obama Administration.

They’d sooner focus on returning Veterans and Tea Party types - naturally there is no limit on the potential innuendo and it will be rewarded. That’s how you write your own ticket, that’s how you get promoted.
