Why waste the money? The way that guy was bleeding out, any average blood hound could have found him.
When he was discovered by the man who owned the boat, they sent in one of their helicopters to determine if they could detect a heat imprint in the boat. They did and they then knew whoever was bleeding out in the boat was still alive.
