The Takers outnumber the Makers in Philly. To many Philly residents don't have the wherewithal to create and maintain an advanced civilization or generate the wealth necessary to sustain a modern city. If every one had that ability then Port-au-Prince, Harare, and San Pedro Sula would all be a nice as Kyoto and Vienna.

The question is why do the Makers have to live with and take care of the Takers.

I loved it. Better than NYC in my opinion.
