Sounds like he wants to amend existing laws, primarily HIPAA. That isn't possible by executive order, AFAIK. Does anyone have a feel for what sort of resistance these privacy law changes will face in Congress? I'm a bit surprised that the required amendment language wasn't already in Obamacare - everything else sure seems to be in there.

I doubt our Dear Leader cares about the existing laws. Also, I have serious doubts that Congress will provide any real resistance.
