This is a good proposal. Programmers are plentiful around the world. Importing them helps our industry which in turn preserves all the central & peripheral jobs in every corporation because it makes them competitive in world markets.

The government could take an action that would give good American high tech jobs to foreigners.
or
The government could take an action that would give good American high tech jobs to Americans.

Now, my preference is that the government stop doing much of anything and just let the marketplace connect jobs with workers within our own borders. But ... if the government really feels that it needs to take some kind of action, then I would suggest that focusing on what is good for American citizens might be the proper course. The foreigners did not elect my Representative -- so why should the foreigner be the big beneficiary?

The program needs to go away. It is pure Barbara Streisand. There are more than enough unemployed technical workers now.

The day we have an H-1B visa program to import lawyers and journalists will be the day the bastard program is vilified and allowed to die.
