I thought the executive orders were for things of an emergency nature, used until congress could pass a law on same.

No, actually. EOs are normally used to provide direction in the areas where the executive branch already has discretion, either inherently or via powers granted by Congress. The little-used "confirmation" of EOs by Congress (in actually, only used to un-confirm, so to speak, everything else is just left without comment or action) would allow Congress to object if it thinks the President is overstepping his authority.

My understanding is more like internal executive-branch policy statements on issues over which they have discretion without making new law. IOW, they can't make something legal that's illegal or vice versa, but they have some autonomy in determining how to carry out the responsibilities of their branch, and as the head of it, POTUS has the most autonomy of anyone in the branch. So the ones that he came out with right after Newton were fine, like "Do some research on this or that", or "Examine procedures to ensure, blah, blah, blah..."
