I was about to comment that Pres. Bush called the governor of LA. several times begging him to ask for assistance. The Gov. refused. It’s US law that the president can’t send in troops w/o the governor’s request, otherwise Zero would have taken over all 50 states by now.

The Stafford Act. Gov Blanco was supposed to send a Stafford letter to Bush detailing exactly what she wanted, and it did not include soldier boots on the ground or FEMA, so they could not go in. Storm was Sunday iirc and it wasn’t until Thursday that she sent the right authorization. I’ve wondered if her Dem friends had her screw it up deliberately so the Dems could gain power over the GOP (what’s a few lives when you can get more power?).
