I'm not trying to snark, but on a recent thread it was posted that W has recovered enough to play golf. In my opinion, if he can do that, he could have made the trip to Baroness Thatcher's funeral. After all, she was hardly well when she forced herself to come to Reagan's service.
Add to that he has to rested and ready for the dedication of his Presidential liberary.
