Yesterday they said that there were plain clothes LEOs in the area. (local news/FOX affiliate) We may be seeing law enforcement, not suspects.

Not EVERYONE is a damn suspect. Boston is a college town and the businesses in that area are open during the marathon, especially bars and restaurants, these guys could have been in one of the stores, a bar, a restaurant. Sheesh. Just because they have backpacks and phones does not mean they are killers, most of Boston looks like this on a regular day. People carry backpacks with laptops, etc, and oh my, they even talk on their phones.
