Its like being able to upgrade to a car which can go 200 mph, but still being stuck on 65 mph roads. Why spend the money?
Because you can always find another road (i.e. ISP) where you can go 200 mph.

Because you can always find another road (i.e. ISP) where you can go 200 mph. For the first three days of the month, until you hit the "mileage cap". After that you have to drive at 12 mph.
