Any immigration plan should be in the form of a treaty with the countries in question.

The countries involved must agree to the exact same rights of each of their citizens to work, own property, own businesses, have access to welfare systems and other social services, etc in each others’ country ... or no deal.

They are on the right track. But it should be an international TREATY, not a domestic law.
