I am sure the Japanese have the ability to ramp up a nuke program rather quickly if they so chose to do so. Frankly, they could just lob pieces of Fukushima at them.
Interesting the NORKS are picking on Japan as the aggressor state here. Their obvious intention is to take over the south. I guess if Ho Chi Minh had had nukes, he would have threatened Tailand while working to take out the south too. Same principle, point one way while moving another.
I’m thinking the pieces are sitting in an underground warehouse and just have “some assembly required”.
I believe their intention is to take action without China stopping it. They know China has been rattling sabers with Japan for a while over some disputed islands. They probably believe China won't stop them if they go after Japan but will interfere if they go after SK, Taiwan, or the US as China needs stability to fight on the economic front.

Japan is a hereditary enemy to the Koreans. From the late 19th Century until 1945, they ruled Korea, and the fact that the US used Japan as a base to fight the Korean War furthered that impression.
