Many black communities in decline If he is talking about the black subculture of the American culture, beyond the destructive chaos wroght by the Great Society, where isn't it in decline? Same with most or all other subcultures.

Back during the time of the Great Society I was riding in a car with a man who was the Secretary of the State of Illinois. I was a young girl, riding in the backseat, this man was driving and my father was in the passenger seat.
I heard and remember to his day this man, a close friend of my father’s, say “Look, these colored all they want to do is get drunk and screw, so we will give them the money to keep them happy and we HAVE THEIR VOTE.” This man was known as Mr. DEMOCRAT and ran downstate politics in Illinois for many years. So there is the historic position of Democratic politicians concerning the Black population and the Great Society.

Yeah, that word “many” stood out to me, too.
I don’t think it would be possible to find a “black community” following the “black culture” that ISN’T in decline.
The culture pretty much DEFINES decline.
