In answer to the question as to alcohol abusers the answer is no. Quite simply it is only the druggie that is actively proselyting. It is not the goal to suppress completely any vice Total suppression can never be achieved, but the proper goal is to prevent any given vice from spreading to the healthy parts of society.
On what do you base your claim? I've personally known alcohol users who have actively proselytized and drug users who haven't.
