Here in Texas, the law reads that deadly force can be used to retain property, if the victim has reason to believe that there is no other way to recover it. I know it's not that way in other states, and that law is vague, but in certain circumstances, you could legally shoot a perp in the back. I'll have to research this, it may read that it has to be on ones own private property, not sure about a public place...

Here in Washington State you can use a firearm anywhere that you are legally able to be to prevent a felony (against you or anyone else that is legally there). That includes shooting at the felon as they are fleeing the crime scene in an effort to get them to stop.
