That is exactly what my question was meant for, re: MRAPs.

Why DHS? So far DHS has not come up with an answer.

Again, the Marines bought the MRAPs (actually, they were sent in to be refurbished, but that's irrelevant). Some blog reported (mistakenly) that DHS purchased them. Same blog called them "tanks."
