Maybe I’m wrong, but there hasn’t been a Congressional declaration of War since the 1940’s. So I’m guessing that whatever the Constitution says doesn’t count for jack shit at this point.

Sorry, big, but Harry Truman... started 'war without declaration' back in the summer of 1950.
Besides, why would Obama make a decision? He hasn't made an actual one... since he was elected to the Illinois Senate--
