Liquid fuel missile. US intelligence should be able to discern if and when fueling takes place. Bomb the launch site in mid fueling. Missile goes boom. Launch personnel go boom too.

Agreed and my understanding of these type is that the fuel is highly corrosive. You just don't fuel a rocket and let it sit there. De-fueling is real hazardous too.
