Quorum relates to absenteeism. Who was absent? and what are you anticipating?
Treaties have been ratified with NO record of a quorum, by voice vote "in the opinion of the chair, two thirds of the Senators approve." It's been done, more than once, without any record of a committee vote.
If you are willing to hang your freedom on the vain hope that Harry Reid won't pull a procedural stunt like that, I've got bad news for you.
The article is selling a false sense of security. It fails to warn of the hazard. This is a flaw in the Constitution about which Patrick Henry had a fit. Nobody fixed it.
