Actually NYPD used to have a program designed to stop robbery reoccurances in the 60’s and that program would work here too. They used to stake out liquor stores mostly in Harlem on the weekends with two man “hit” teams called stake out units. The teams were armed with shotguns. When a perp announced a robbery, they would pop up and start shooting. The units became known as the assination squads worked till one of the bums survived and announced on the stand at his trial he was not afforded a worning. He said his partner said stick em up and a cop jumped up and said April Fool MF and blew him away. Units were disbanded shortly afterward. So, just put stakeout squads on the trains and parks in Chicago. It may not stop crime but repeat crimes will be much lower.
