As in Canada, no one in Vermont is denied health care due to inability to pay.
Don’t think they are anywhere in the States. Louisiana has a Charity system.
Since the Vermont program is not mandatory, they’ll still have those who have access to some sort of health coverage but have chosen not to enroll. The subsidized program in the Vermont package also has significant co-pays.
