I could never figure out how the Russian phrase book would be helpful in Vegas, especially then...the other stuff...maybe!
I have read that the line as originally filmed was ". . a pretty good weekend in Dallas . . . ". The Kennedy assassination took place before the movie was released, and Slim Pickens was called back to dub in the one word "Vegas".
